Post subject: jet boat issue in richmond va

I have a 96 twin rotax 85hp seadoo jet boat. i put in water for 1st time and it was sluggish wouldnt plane out. I cut off and started back up it ran fine I let off throttles and then it was sluggish again anyone have any ideas
